Shipping Inspection

Under the Road Transport Act No. 111 / 1994 Sb., transport inspectors may conduct inspections at any time during the journey or while passengers are in the passenger compartment. Transport inspections are conducted to verify the validity of travel documents, compliance with the transport regulations, and the carrier’s contractual transport conditions. A transport inspector is a person authorized by Dopravní podnik Karlovy Vary, a.s., who is equipped with an official badge and a carrier’s ID card bearing the designation “transport inspection.”

Progress of the transport inspection

During a ticket inspection, the ticket inspector is required to show the passenger their inspection badge and, upon request, their carrier ID. The inspector is authorized to require the passenger to present a valid ticket, to give passengers binding instructions to ensure their safety and that of other passengers, as well as the safety and smooth flow of traffic, and to oversee compliance with other rights and obligations arising from the DPKV’s contractual terms of carriage. A passenger who, upon the inspector’s request, fails to present a valid ticket and fails to fulfill the obligation to pay the fare and any fare surcharge is required to present personal identification to verify their identity. If a passenger fails to present identification, they are required, upon the inspector’s request, to follow the inspector to an appropriate public administration office to verify their identity or to remain at a suitable location until the arrival of a person authorized to verify the passenger’s identity. The inspector is also authorized to impose a fare surcharge for other violations of DPKV’s contractual transport conditions, in which case failure to pay the surcharge is handled in the same manner as for a passenger without a valid ticket. The fare inspector may also conduct inspections before boarding the bus and refuse to allow passengers to board who do not present a valid ticket and refuse to purchase one.

Amount of the surcharge and method of payment

Surcharge for failure to present a valid ticket 2,500 CZK
Surcharge for failure to present a valid ticket upon immediate payment at the time of inspection 500 CZK
Surcharge for failure to present a valid ticket upon payment within 10 days of the inspection 900 CZK
Surcharge for failure to present a valid ticket proving payment of the fare 300 CZK
Surcharge on the fare for other violations of the contractual terms of carriage 500 CZK

Pursuant to the relevant provisions of Act No. 111 / 1994 Coll., on Road Transport, and Act No. 266 / 1994 Coll., on Railways, a passenger who fails to present a valid ticket is required to pay the fare and a surcharge. The fare surcharge may be paid:

  1. On the spot to the ticket inspector in cash or by credit card. If the surcharge is paid on the spot, it is reduced to 500,- CZK.
  2. In cash or by credit card at the ticket office of Dopravní podnik Karlovy Vary, a.s., Zeyerova 19, Karlovy Vary, during its operating hours.
  3. By postal money order or bank transfer to account no. 25802341 / 0100. Please enter the number of the authorized inspector’s inspection report as the variable symbol. If the debt under points 2 or 3 is paid within 10 days of the inspection date, the fare surcharge is reduced to 900,- CZK.

If the debt is not paid within 30 days of the inspection, legal proceedings will be initiated to collect it. In such cases, an additional charge for debt collection costs (court fees, legal representation, costs of any enforcement proceedings, etc.) must be expected, which represents an increase in the range of several thousand, and in extreme cases even several tens of thousands of CZK.

We offer passengers who traveled by bus without a valid ticket the option of a payment plan.

The debt may also be assigned to a third party for the purpose of collection.

Inquiry about a claim

Passengers may inquire whether Dopravní podnik Karlovy Vary, a.s. has any outstanding claims against them in connection with a fare inspection. The inquiry must be made in writing by completing the form. 

Exemption from the obligation to pay the fare supplement

A passenger who fails to present a valid ticket but notifies the carrier within 10 calendar days that, at the time of the inspection, he or she held a properly purchased monthly or longer-term pass (excluding transferable tickets) and the carrier verifies this claim as true, or who, at the time of the inspection, possessed another ticket entitling them to free transportation, which they present to the carrier, is exempt from the obligation to pay a surcharge. A passenger is entitled to avail themselves of this provision no more than once every 12 consecutive calendar months.

Our inspectors

As of 1.9.2017, fare inspections on public transportation routes are conducted exclusively by employees of Dopravní podnik Karlovy Vary, a.s., who have been carefully selected and trained for this task. This step was taken to improve the quality of DPKV’s services, as the inspectors are not only equipped to conduct fare inspections but are also prepared to assist and support passengers in situations that may arise while traveling on our buses, as well as to offer advice and provide information.
